How Can I Add labels or tooltips to PDF text with Python?

Question

I have a PDF. I would like to parse the "Definitions" section, extract the definitions, then parse the document adding a label or tooltip that matches the relevant definition to the text.

I think the text extraction and parsing of definitions can be done with regex and a PDF library.

I cannot find any references to adding labels or tooltips with python to text.

Does anyone have experience with this or know of a library that allows you to create / add labels or tool tips to PDF text please?
