url - C# redirect with multiple parameters

Question

I am passing 2 parameters to a C# controller which takes a user to a login page and then after logged in, it redirects the user to a page with both parameters in the URL. Below is an example of what I am trying to accomplish. Login page with ReturnURL which triggers the redirect string http://localhost:64866/account/LogOnOV?ReturnUrl=/Setup/DeviceInfo?id=575994&code=IMCLAL

After logging in, it should then redirect to the following http://localhost:64866/Setup/DeviceInfo?id=575994&code=IMCLAL

The issue I am having, is that it redirects the user to http://localhost:64866/Setup/DeviceInfo?id=575994

As you can see, it removes the second parameter when redirecting.
